what to do if I was sold a defective item on ebay India?

I bought an iphone for 17000 rupees, and the page said excellent condition and mentioned no defects. But when I got the item, the touch screen was not working properly(it has an insensitive band about half an inch thick). How do I get refunded and return the item?
